True, but just how high Canada is on the list depends on which report or statistic you happen to read.
A 1998 report says that Canada was the leading consumer of fossil fuels, which probably means that it was also the leading producer of greenhouse gases a decade ago.
A 2004 survey shows that Canada ranked third among greenhouse gas emitters per capita.
Finally, the last link below shows Canada being either 9 or 12 among per capita greenhouse gas emitters depending on whether or not land use is considered.
