Brooklyn may be the answer that author was seeking, but it does not qualify as an American city. At one time it was a distinct city, but in 1898 it was consolidated into the city of New York and became one of the 5 boroughs of New York City. As a borrough it does maintain some independent governmental status. If it was not part of New York City, Brooklyn would qualify as the fourth largest city in the United States.
