A submerged city has been found in the gulf of Cambay, which carbon dating states to be at least 9500 years old - well before the Indus civilisation. The oldest existing city is Varanasi aka Benares, said to be the oldest city in the world.
I will suggest Harappa, which is older than Varanasi.
Although Varanasi might be the oldest continuously populated city. It also depends if you are talking about cities within today's republic of India: Harappa is situated in present Pakistan, but certainly belongs to Indian culture.
