    Are any head of states in the world, whether they be prime minister, monarch, president, dictator, etc., of a minority ethnicity in that particular country?

    Nicholas Sarkozy (President of France) is the son of a Hungarian immigrant father.

    Albert Fujimori former Present of Peru -- According to government records, Fujimori was born on July 28, 1938 in Miraflores, a district of Lima. His parents, Naoichi Fujimori and Mutsue Inomoto de Fujimori, were natives of Kumamoto, Japan who immigrated to Peru in 1934.

    The former President of Argentina Menem was born into the Muslim family of Saúl Menem and Mohibe Akil, Syrian immigrants, in the small town of Anillaco, in the Argentine province of La Rioja.

    I will suggest Evo Morales of Bolivia.

    Another one is Nong Duc Manh of Vietnam.

    Ali Khamenei of Iran may also count.

    And then there is a country like Surinam, which has no "majority ethnicity" - all groups are "minorities", the largest group is the Hindustanis with 37%. Which means that the head of the state is always from a "minority". The current head of state belongs to the second largest group, the black people.

    Also, Queen Elizabeth II is the Queen of several countries which have a black majority population. This makes her a head of state from an ethnic minority in these countries.

    As a German I am quite certain that Pope Benedict XVI is a minority in the mostly Italian nation of Vatican City.

    Also, Paul Kagame of Rwanda might be a candidate, being a Tutsi in a country with a majority Hutu population.

    Many of the dictators in the Arab League are actually from the minority populations. Saddam Hussein was a Shi'ite in a largely Suni country, as is Bashr al-Assad, president of Syria.
