    Two bits = 25 cents.

    1 Quarter.

    1 Dime and 3 nickles.

    2 Dimes and 1 nickle.

    5 Nickles.

    25 Pennies.

Or any combinations of Pennies with dimes or nickes to make 25 cents.

You can use 11 two cent coins plus one 3 cent coin. Or any combination of these coins plus currently circulating coinage.
