    Mumbai (formerly Bombay), India is the most populated capital city in the world, with a population of 13,66,885 people. This is the 2008 estimate by the World Gazetteer.

    Rounding out the top 5:

    Without suburbs, Moscow. Surprisingly enough.
    But note the difficulty in deciding the population of megacities.

    If we are talking about metropolitan areas or urban agglomerations, Tokyo-Yokohama is the largest, with New York-Newark as # 2. (Not including a national capital, though). Number three would be Mexico City.

    None of the largest cities are national capitals, as can be seen be cross-referencing the list of largest cities with the list of capital cities (which also includes the names of cities in each country that are larger than the capital city). The sixth largest city, Moscow, is the capital of Russia. According to this list of cities proper (as opposed to greater), Tokyo is well down the list, behind Seoul, Beijing and Mexico City.

    So, it seems that Moscow is the largest if you count only "city proper". But note that the figures of Moscow "city proper" includes one suburb city, namely Zelenograd. Still, the population of Moscow proper reaches +10,000.000.
