The variation is too great to give one definitive answer. Just a brief search yielded figures from a few hundred dollars to several thousand. It depends a lot on the location, weather conditions and traffic volume. Also, "maintenance" can mean simply trash pick up, the cost of which can be gleaned from the Adopt a Highway programs they have in the eastern U.S (about $400/mile, at least in Ohio).
"Each Adopt-A-Highway group saves ODOT approximately $800 in litter pickup costs per year. By volunteering to clean a two-mile stretch of highway, four times a year, individuals are caring for the environment, their community, and helping to minimize ODOT’s maintenance cost."

On the other hand, a busy freeway can cost $49,375 per mile to maintain.
