A former U.S. president represented the area of the hypothenar eminence of this state, while a wonderful composer/singer who continues to amaze despite a handicap and a quasi-virginal songstress both hail from the area of the thenar eminence of the same state. Which state?

    Michigan.
President Gerald Ford was the Congressional Rep. for Michigan's 5th District which prior to redristricting in 1993 was based in the Grand Rapids area of Western Michigan or as the local would say the Little Finger of Michigan. The State of Michigan's lower peninsula is shaped like a handprint.
Hypothenar Eminance refers to a group of three muscles of the palm that control the motion of the little finger.

The composer/singer is Ted Nugent who deaf in his left ear and from Detroit. The quasi-virginal singer is Madonna who hails from Bay City.
Both cities are in the "thumb" area of the lower peninsula or the thenar eminance. The thenar eminence is the body of muscle on the palm of the human hand just beneath the thumb.

Excellent! Yes, true Michiganders give direction by pointing out the spot on their palm, as the lower peninsula looks like a hand.

However, they apparently use both hands when giving directions on the upper peninsula.

"HOW DO I GIVE DIRECTIONS IN THE UPPER PENINSULA WITH MY HAND? Hold the bottom of one hand horizontally at the top and to the western side of your mitten hand."

Anyway, you got President Ford and Madonna right, but I was actually thinking of Stevie Wonder as the 'wonderful' singer. He lives in Saginaw, also in the thumb area of Michigan. But Ted Nugent is a great answer too!
