Toronto, Montreal, Calgary, Ottawa, Edmonton, Mississauga, Winnepeg, Vancouver, Hamilton, Quebec City.
If you consider Mississauga a part of the Greater Toronto Area (GTA) like me, then Surrey, BC is number 10 (but still behind Brampton, also a part of the GTA).

Municipalities include towns and cities which have rather large contributions to the overall 'city'. For example, Mississauga is part of Toronto (and the GTA) and have a spot on the list.
I've always classed these types of places as cities, but both answers should be viable.
