When someone refers to someone as a porch monkey, what is the definition of the word? Is it hillbilly?

In general 'Porch monkey' is a racial slur so they are not the same thing.
Porch Monkey:
A derogatory for a person of African or African American descent. This term came to be when you think of African Americans sitting on their porch chatting it up BUT it could also mean a generally lazy person.

Hillbilly is a term referring to people who dwell in rural, mountainous areas of the United States, primarily Appalachia and the Ozarks. Due to its strongly stereotypical connotations, the term is frequently considered derogatory.

It may refer more harmlessly to people (especially children) of any color playing or relaxing on a porch.

Another definition: Term of endearment used to describe lazy people in general. No racial implications are intended or implied what so ever.
I believe it has its roots in a non-racial reference to welfare recipients in general, sitting on the porch, waiting for their welfare checks.
