When someone refers to someone as a porch monkey, what is the definition of the word? Is it hillbilly?

In general 'Porch monkey' is a racial slur so they are not the same thing. Porch Monkey: A derogatory for a person of African or African American descent. No racial implications are intended or implied what so ever. I believe it has its roots in a non-racial reference to welfare recipients in general, sitting on the porch, waiting for their welfare checks.
