Sergeant (at least, he was at the beginning of the episode, until he got demoted to private).

A sergeant is however not considered an "officer".

Well, then, you may be looking for the colonel, who was the superior officer of the sergeant as well as Private Bugs Bunny.

That is from the same source.

While a sergeant may not technically be an officer, civilians often refer to them as officers, as does the Wikipedia article on this cartoon.

"The Sergeant doesn't believe it's really Bugs, and dryly refers to himself as 'Sergeant Porky Pig.' However, his Colonel, referring to himself as 'Colonel Putty Tat', tells the Sergeant that 'General Tweety Pie was asking about you, Sergeant.' ... Bugs and his commanding officer - now noticeably demoted to Sergeant from Sergeant First Class - take a long hike."

The demotion continues all the way to private, and the article consistently refers to this character as Bugs's former commanding officer.
