If a disabled person wants to park at the California State or County Fairgrounds, do they still have to pay the parking fees, even with a placard?

The only thing the California Disability Access law states about parking fees is: "...vehicles which display distinguishing license plates or placards may park without limit in restricted time parking spaces, and in metered spaces without paying." It says nothing about parking lot fees.
