When a quoted word or statement ends a sentence should the punctuation mark appear within or outside the quotation marks?

Below is a great link that covers this one.
It seems it may vary pending on what country your from.
In the United States, periods and commas go inside quotation marks regardless of logic.
In the United Kingdom, Canada, and islands under the influence of British education, punctuation around quotation marks is more apt to follow logic.

It does depend upon the country one is from. When editing, I try to go with the rules dictated by the individual countries.
