To be "first generation" in the states, does it go by first generation born here or first generation to gain citizenship?

first generation born here. Raised entirely in the uniquely american way of life. Plus usually a child will be born before actual citizenship is given

Here is what Wikipedia says on the matter...
Two classes of people:
1. An immigrant to a country, possibly with the caveat that they must be naturalized to receive this title.
2. The children of immigrant parents, first in a family line to be born in the new country.
