    Please note that the question does ask for a US city "solely inhabited" by Chinese people.

    The Wiki site concerning Locke states "Because of its relatively large population of Chinese people at the time..." "Relatively large" does not mean "solely inhabited" but rather "the majority".

    I think the correct answer to this question is none.

    Sorry, I misphrased the question, it should have been "What is the only city in the United States built exclusively by the Chinese FOR the Chinese...

    "the only town in the United States built exclusively by the Chinese for the Chinese."
