I found the Bromley Plateau - but first you have to read why it is difficult to find. The Plateau has two names. In most atlases, it is known as the 'Rio Grande Rise.' The Bromley Plateau is in the Atlantic Ocean, 800 miles SE of Rio de Janiero, covering an area bounded by 32-38 degrees West longitude and 29-32 degrees South latitude. Found in the Rand McNally Premier World Atlas, 1999 revised printing, page 66 k10. I also found it in another Rand McNally atlas. Hammond and National Geographic atlases listed it as the 'Rio Grande Rise,' and the Oxford Atlas didn't list either.
