    		I suppose it would depend on the laws in wherever the baloons are being released from.

    In some places releasing large groups of baloons is illegal as they are considered an environmental hazard - marine animals may attempt to eat them after they have deflated and landed on the sea.

    For example in the state of New York it is illegal to release 25 or more baloons in a 24 hour period:
