Well maybe Yugoslavia, a member of the Axis powers for 2 days in 1941 (according to http://en.wikipedia.org/wiki/Axis_Powers ) Thereafter it was broken up into puppet states & occupied by other Axis powers. May 28 09, 12:40 PM

I get the feeling the answer is a country that was either out of the war, or switched sides, before the attack on Pearl Harbor in December '41. Perhaps the Soviet Union? In the early part of the war they invaded Poland as well.
