There are several independent nations without a national football league, even if they do have a national football team. Some have football clubs playing in other countries' leagues.

Are you saying that the USA does have a "National" soccer league ?

The United Kingdom doesn't have a national soccer league. There are four national league organisations in the constituent Home Nations. These are the English league in various divisions (including the larger Welsh clubs like Cardiff, Swansea and Wrexham), the similarly divided Scottish league, the Welsh league (of smaller clubs), and whatever the Northern Ireland league is called. There are proposals for a British League, but they're rather pie in the sky at present. http://en.wikipedia.org/wiki/British_Football_League
