Which capital city's name makes no apparent sense, since one has to travel up to reach it?

Good answer! Not the one I was looking for but technically someone arriving from the sea would have to go up to get to The Valley now wouldn't they. The airport in Anguilla though is 39 meters above sea level, The Valley is 9 meters above (highest point 14 meters), so you'd travel down in that case.
Actually Crocus Hill is not in The Valley, it's just near it, if you look at the map on the wiki link you added you can see:

In my defence, the Old Prison is situated "on Anguilla's highest point", and its address is given as:
Valley Road
Crocus Hill
The Valley
Anguilla
thereby indicating Crocus Hill is part of The Valley.

The very title of the above Webpage is couched in similar terms.
Secondly, the map referenced shows the words The Valley in larger type with districts such as North Side, Crocus Hill and The Quarter in smaller type in a similar way that a map of London would show the districts of Chelsea, Belgravia and Shoreditch.
I rest my case, m'Lud.
That said, we must hunt for the correct capital you have in mind.

The valley is a good example, The names of places, Villages and so on is most geographical like East end West end, North hill and South hill and on on , So thats how the capital got its names, because of its geographical attributes its in a Valley, Some might say a basin LOL
but to get to a crater lake you first have to travel up a mountain then go down
