I actually remember this from my undergrad because it greatly intrigued one of my friends.
"ManBeef was an elaborate hoax site beginning in January 2001, news of which spread primarily by means of e-mail forwarding. The site purported to sell human meat, and even offered tips and recipes on preparing meals. Colorful pictures and illustrations adorned the site to further the appearance of legitimacy. Like Bonsai Kitten, many individuals fell for the hoax and were disgusted. E-mails circulating would often be in the form of petitions pushing to stop the immorality."
The wikipedia article does mention an FDA investigation, but not one by the FBI. Of course, there may be another similar website.

Additionally:
The site's deceptively professional veneer has left many a visitor teetering on the brink of credulity, but the simple fact is that selling "human meat" is illegal on two grounds:
1. It's forbidden in the U.S. (and indeed in most parts of the world) to sell human body parts for any reason.
2. All meat products sold in the U.S. must be inspected and graded by either the USDA or the FDA. According to a government spokesman, there is no approved use of human meat in the United States.

It was not closed down by order of the FBI, but:
In 2005, the registration for the ManBeef.com domain name expired and was quickly snapped up by a pornography-themed cybersquatter. As of February 2009[update], the name still exists in this state.
