It is indeed a sundial.
"A sundial believed to be unique in design has been erected on the University of Leicester main campus.
The analemmatic noon mark, donated to the University by Mrs Jean Humphreys, wife of the late Professor Arthur Humphreys, combines an ancient purpose with a modern idiom. The sundial commemorates Mrs Humphreys’ gratitude to successive Principals and Vice Chancellors of the University.
The sculpture, entitled ‘Eye of Time’, is in the style of Henry Moore and Barbara Hepworth ... "
