They are equally cold. It is at -40 that the two scales give the same reading. "The Fahrenheit and Celsius scales converge at −40 degrees (i.e. −40 °F and −40 °C represent the same temperature)."

C = (F - 32) x 5/9
F = C x 9/5 +32

Convert -40F to C
C = (-40 - 32) x 5/9 = -72 x 5/9 = -40
Convert -40C to F
F = -40 x 9/5 + 32 = -72 + 32 = -40
