Does every word ending in x have es after it when it is plural, such as fixes, saxes, vexes? Are there any plurals of x ending words that don't end in es?

The -e- is to make it pronounceable. You try saying 'fixs' - the -x- sounds as 'ks' so the plural 's' is lost. Same applies to words ending in -s (or -ss) and -z (and -zz as in more than one small Honda in Europe http://en.wikipedia.org/wiki/Honda_Fit ; isn't Fit a silly name for a car, not that Jazz is much better?). By the way, I don't think vexes is a plural (a vex ought to have sharp teeth and beady eyes...) - but it doesn't matter in terms of pronunciation.
