From Brewer's Dictionary of Phrase and Fable.... Thirteen for twelve. In earlier times when there were heavy penalties for short weight, bakers used to give a surplus number of loaves, called in-bread, to avoid all risk of incurring a fine. The thirteenth loaf was called the vantage loaf.
