Why did a man have to write a letter to each Medal of Honor recipient?

In 1996, Jackie Stern of Florida was caught weraring a Medal of Honor to which he was not entitled. He had bought it at a flea market.
Apparently this offence can carry a sentence of six months jail but he was instead put on 12 months probation and ordered to write a letter of apology to each of the living Medal of Honor recipients, 171 of them at the time.
The letter was also to published in local newspapers on Memorial Day, 1997.
