They struck gold and named the camp for one of them. The name was changed at least once and perhaps twice before finally being named for the other. Who were these miners, and which is the capital city of a U.S. state that bore and bears their names?

The two miners were Richard Harris and Joseph Juneau. Originally named Harrisburg after Harris and then changed to Juneau after Harris fell out of favor with the locals.

Juneau, Alaska is the city/state just in case since I didn't state that in the previous answer.

That's right.
In between it was called Rockwell, and some inhabitants petitioned the Post Office to rename it Pilzburg, after the man who paid Harris and Juneau $4 a day to prospect for gold. Juneau apparently bribed the locals with liquor to vote to name it after him.
