Which leader or pioneer 'snatched the milk'?

To give a view on this - a large number of the kids hated those smelly warm little bottles of milk. There was always a cheesy odour round them, and they got rather warm when stacked in the yard in summer.
As to the 'nutritional standards', when there was only a choice of one thing for dinner, some of us suffered by being unable to eat it. On a day when liver and onions was followed by spotted dick, I ended up with boiled potatoes followed by custard. A friend of mine was a school cook who refused to serve liver and winter salad (amongst others). Her explanation to the inspector was that there wasn't any point in serving a nutritionally balanced meal that ended up in the swill bin.
I am by no stretch of the imagination a Thatcherite, and nor were a lot of kids who were thankfully delivered from the smelly milk.
