Why is Norway in charge of the Nobel Peace Prize and not Sweden who handles the other five Nobel prizes?

When Alfred Nobel wrote his will, Norway was part of his native Sweden.
"The Union between Sweden and Norway ... was the union of the kingdoms of Sweden and Norway between 1814 and 1905, when they were united under one monarch in a personal union, following the Treaty of Kiel..."

That would partly explain it, but not entirely.
"It is also unclear why Nobel wished the Peace Prize to be administered in Norway. The Norwegian Nobel Committee speculates that Norway may have been better suited to awarding the prize as it did not have the same militaristic traditions as Sweden and that at the end of the nineteenth century the Norwegian parliament had become closely involved in the Inter-Parliamentary Union's efforts to resolve conflicts through mediation and arbitration."

Well, Norway was not actually "part" of Sweden, it was a member of a union with Sweden, in which Sweden was in charge of the foreign policy. It is believed that Nobel chose Norway because he thought this country would be more "independent", because it didn't have its own foreign policy. (Sorry, link in Norwegian).

This site (also in Norwegian) claims three possible reasons:
1. Norway did not have its own foreign policy, it would therefore be harder to manipulate.
2. Nobel had some radical/progressive views which were similar to views in the Norwegian parliament (Storting).
3. Nobel's friendship with the famous Norwegian writer Bjørnstjerne Bjørnson.
