    During the Civil War how did Union troops drop leaflets over to the enemy side?

    I do not think they dropped leaflets, but if they did, the Union troops most likely would have used a hot-air balloon.

    During the Civil War, the Union Army used kites to drop leaflets behind the front lines, urging the Confederate Army troops to surrender.

    Although not a significant factor in determining the course of war, hot air balloons were used to send telegraphic messages, sketch maps of the terrain, drop leaflets behind enemy lines, and for rial reconnaissance of the enemy.
