Should NiCad, NiMH, and Li-ion batteries be completely dead before recharging or is it okay for them them to be partially dead?

The memory effect is the loss or reduction in charge that a battery holds primarily due to recharging after partial discharge. This is also known as Voltage Depression.
Voltage Depression occurs primarily in NiCad batteries and NiMH batteries are almost never affected. Li-ion batteries are never affected by this phenomenon.
So, NiCad batteries must be completely discharged before recharging, while NiMH and Li-ion batteries can be recharged after partial discharge.
