    What leader of a democratic government is forbidden by law to vote?

    		I apologize, the answer I was looking for was Queen Elizabeth II; however, she is not forbidden by law to vote but absteins by choice.

    Yes, as there is no law prohibiting it however, by convention she doesn't excercise that right.

    		Technically, as a hereditary monarch she is not the leader of a democratic government. That role is taken by the Prime Minister. http://en.wikipedia.org/wiki/Prime_Minister_of_the_United_Kingdom Queen Elizabeth is the Head of State, not Head of Government. (We do like these things over here....)
