    Dictionary.com provides this definition of prorogued: so I would say that the answer to your question is yes.

    Prorogued: to discontinue a session of (the British Parliament or a similar body).

    The UK Parliament is prorogued every year. Prorogation marks the end of the current session.

    Another salient point about prorogation is that it kills all pending governing legislation, which makes government even more inefficient that it usually is because they have re-introduce bills when the next session starts. Here's what the Globe and Mail, Toronto's national newspaper, thinks of this (by the way, they endorsed Harper in the last election:
