According to Wikipedia, Garland sang the song to clips of Clark Gable that were shown in the film. Gable didn't appear in the film except in clips from a different movie. The song gave her recognition in Hollywood and led to her receiving the role of Dorothy Gale in "The Wizard of Oz."

Sorry, this question was poorly phrased. She sang the song to Clark Gable, but later said she would've preferred to sing the song to Robert Donat, whom she had a big crush on.
