Out of the top 10 countries that consume the most cigarettes per capita, only one country was not in Europe: Japan. The number one spot goes to none other than the Greeks who, according to a study by market research group ERC, smoked over 3,000 cigarettes per head in 2006. Here's how the top 10 fared:

Russia
Czech Republic
Slovenia
Spain
Japan
Ukraine
Bulgaria
Moldovia

I wonder if this info is done by smoke and mirrors as it differs from the above answer.
Meanwhile for 2007, the smokers' capital of the world with the highest reported rate is Cuba, where 40 of 100 residents light 'em up. Also in the top ten are Kuwait (37%), Chile (37%), Russia (37%), Belarus (37%), Bangladesh (37%), Estonia, Latvia, Azerbaijan, and Indonesia (all at 36%). China had a rate of 33%.

Those two answers do not necessarily contradict each other. The first refers to number of cigarettes smoked per capita (1 person smoking 1,000 cigarettes would register the same as 1,000 people smoking 1 cigarette each). The second answer actually answers the question asked, as it describes the percentage of people who smoke, not just the amount smoked.
