Apparently, it is completely fictional, although highly realistic.
"The hard-hitting four-minute short - created by Gwent Police in South Wales for 'just a few thousand pounds' using amateur actors - has been viewed by more than six million people in the last month alone.
It tells the story of a fictional 17-year-old, Cassie Cowan, who becomes distracted when texting while driving with two friends.
...
Senior officers had originally intended to make a film about joyriding but when they recruited youngsters from nearby Tredegar Comprehensive School, they were told that texting is more dangerous."
