This depends on whether you want internal combustion engine (wheeled) or jet car records. The current wheel-powered land speed record is 409.9 miles per hour, set at the Bonneville Salt flats on Nov 13, 1995 by Bob Summers. The jet car speed record is 766.6 mph held by Andy Green at the Black Rock Desert course in Nevada on October 15th, 1997.

Update. Without a human on board.
HOLLOMAN AIR FORCE BASE, N.M. The 846th Test Squadron here set the world land speed record for a railed vehicle of 6,453 mph, or Mach 8.5, April 30, 2003. The six-second event created a flash as the rocket-propelled sled traveled 16,120 feet.
