The question that I asked just refers to all the gold medals won at home. Gold medals won in other countries do not count. An example of this is that Japan has won 22 gold medals at home (16 at the 1964 Summer Games in Tokyo, 1 at the 1972 Winter Games in Sapporo, and 5 at the 1998 Winter Games in Nagano).

In the 1896 Athens Olympics, no nation won any gold medals, including the host nation Greece.
During these inaugural Olympics, winners were given a silver medal and an olive branch, while runners-up received a bronze medal and a laurel branch.

Working through the table below, it appears that Belgium and Yugoslavia share the dubious honour of winning no medals when hosting the Olympics.
Belgium hosted the 1920 Summer Olympics at Antwerp.
Yugoslavia hosted the 1984 Winter Olympics at Sarajevo.

Apart from the 10 winners' medals from the 1896 Olympic Games, Greece won 6 gold medals at the 2008 Athens Olympics.
