    My first guess would be Robin Hood.

    William Wallace and Joan of Arc were historical figures, which the rest of those named above weren't - so far as is currently known. The jury is out on some of them, others like William Tell appear to be purely legendary - but still highly influential. I've always wondered why more isn't done with the story of Hereward the Wake.
