If you look at the map at http://en.wikipedia.org/wiki/Daylight_saving_time you will find that most of the areas (note: not necessarily countries) that use this are away from the tropics. The closer to the Equator you are, the less point there is. This is because there is not the large difference between winter and summer day lengths that one gets in the higher latitudes.
