    If someone is born in Puerto Rico, in the eyes of the US legal system are they considered a US citizen with all the rights same as everyone else?

    		Puerto Ricans are US citizens; they do not need a green card to work in the US. However, they cannot vote in national elections; nor do they pay federal income tax.

    		The above is true while they reside in Puerto Rico. If they move to any of the 50 states they have full voting privileges and must pay federal income tax.
