Maybe they chose to not pay? Both Republicans accepted the spending limits. Click at the link on the site to see a list of candidates who agreed to spending limits.
Statewide candidates, who choose to keep their campaign spending under a specified limit, may buy space in the State Voter Information Guide for a 250-word candidate statement (Government Code section 85601(a)).... The expenditure limit for candidates running for the Board of Equalization in the June 8, 2010, Statewide Direct Primary Election is $1,295,000.
