    Which animal, a popular pet in the United States since the mid 1960's, is legal to own in every state except California and Hawaii?

    		Looking at this list, I'd guess you are referring to gerbils, although there are quite a few banned pets that might also be popular in some parts which are banned in California. Ferrets, for example, are banned, but haven't been popular as pets quite as long as gerbils.

    		Gerbils was what I'm looking for, but further research shows that Hawaii bans ferrets as well.
