    What was the McCollum Memo; and why does it today cause some to wonder about Pearl Harbor?

    The McCollum memo is also known as the 'Eight Action memo'. It is a memo written by Lt. Commander Arthur McCollum to the President of the United States on October 7th 1940. It urges him to take a course of action that would provoke Japan into committing an act of war so that the US could justify waging war against them.
