    Since doughnut holes are so popular, why can't we buy bagel holes?

    Because "donut holes" is a marketing concept to target people who feel guilty about eating something that has such an unhealthful reputation as a donut.

    Bagels, generally do not have that that unhealthy reputation and some people think they are making a good food choice simply by having a bagel instead of something else. As misdirected as that is - it happens.

    SO a donut hole is complete snack all on it's own. Just pop one in your mouth. But a bagel would need preparation- popping a bagel hole in your mouth would just result in a big dry dough ball in your mouth - not nearly as appetizing as a bite-sized donut.

    The bagel would need to be cut in two - and spread (or schmeared) with something. Owing to what would be a round shape - that would be a messing proposition since the bagel would tend to roll around and get butter or cream cheese all over the place.
