If the US Thanksgiving is a harvest celebration, why is it held in late November?

As a US national holiday, it was started in December by George Washington to give thanks to God for the British defeat at Saratoga. Over the years, Washington moved it to the last Thrusday in November. Successive Presidents continued the tradition (except for Jeferson), culminating in FDR declaring it an annually recurring holiday the next-to-last Thursday in November. FDR did this because it was considered inappropriate to advertise Christmas goods prior to Thanksgiving and businesses wanted an extra week of Christmas shopping to help stimulate the economy during the Great Depression.
