Poland was the first to be officially occupied at the start of WW2 in Sept/1939. The Axis Powers were technically formed prior to WW2 and at the time Austria and Czechoslovakia were occupied in 1938 and 1939.

Poland was only partly occupied by Germany, as Russia invaded and took over the eastern part of the country. Russia was not an Axis power.

Italy invaded Albania on 7 April 1939 and took control of the country, with the Italian Fascist dictator Benito Mussolini proclaiming Italy's figurehead King Victor Emmanuel III of Italy as King of Albania. The nation thus became one of the first to be occupied by the Axis Powers in World War II.

Actually, the Sudetenland (part of then Czechoslovakia) was taken by Germany in October 1938, with another part of the Czech taken and annexed in March 1939.
