When we hit a pin on a balloon, why does it burst instead of forming a small hole and letting air through the hole?

As Watchkeep alluded to, the internal pressure of a blown-up balloon causes any structural rupture of the skin to tear, thereby leading to the blow-out. The tape will prevent the tearing and result in just the small hole.
