In Hebrew it is òøôä. The third letter (Peh) transliterates as a hard P, not a soft F. So the proper Biblical pronounciation is 'or-PAH. Some Moabite texts survive from a couple centuries after Orpah, and it seems the Moabite language was closer to Hebrew than Aramaic was, so I'm guessing the name would be the same in Moabite as in Hebrew.
