Basically...all the same thing:
Flagellation or flogging is the act of methodically beating or whipping (Latin flagellum, "whip") the human body. In the Roman Empire, flagellation was often used as a prelude to crucifixion, and in this context is sometimes referred to as scourging. No longer used in most Western countries, flogging or whipping is still a common form of punishment in some parts of the world, particularly in many former British territories and in Islamic countries.
